Diese Versuche zeichnen sich jedoch durch mangelnde Routinisierung, geringe Ressourcen sowie einer problematischen Wahrnehmung im öffentlichen und politischen Rahmen aus. So beruht die Möglichkeit einer staatlichen Gesundheitsberichterstattung auf demAnspruch, "dass ein auf Sachverstand und Wissenschaft gebautes Urteil möglich ist und dass im demokratischen Prozess die Expertise jenseits von Interessenspartikularität organisiert werden kann". GBE ist in ihren öffentlich wirksamen Formen durch 2 Extreme gekennzeichnet: (1) Es existiert eine aktuelle Medienberichterstattung über gesundheitsrelevante Belange, die durch Expertendissens, Interessenspartikularität und Emotionalisierung gekennzeichnet ist. (2) Dem steht eine staatliche Berichterstattung gegenüber, "die immer im Verdacht steht, auf der Oberfläche von Politikmarketing und politischer Profilierung als Hofberichte stehen zubleiben". [Borgers, Streich, 1996, S.596] Aus diesem Grund erhebt die GBE den Anspruch fachlicher Legitimation - zumindest sollte sie das - woraus sich die Notwendigkeit ergibt, diese beiden Extreme zu über-winden. Denn eine derartige GBE ist durch gesundheitspolitische Relevanz ihrer Themen, fachliche Qualität ihrer Informationen und Neutralität gegenüber Partikularinteressen gekennzeichnet. [Borgers, Streich, 1996, S.596] Im Rahmen dieser Arbeit, soll geprüft werden, ob die derzeitig praktizierte GBE den genannten Ansprüchen gerecht wird, oder ob sie doch eher eine Hofberichterstattung darstellt.
