Auch wenn in Deutschland nur rund 2,4 % aller sozialversicherungspflichtigen Beschäftigten in Leiharbeit tätig sind, wird über diese umstrittene Form der Beschäftigung in der Öffentlichkeit viel diskutiert. Leiharbeit war bis 2003 gesetzlich begrenzt, im Zuge der Hartz-Reformen wurden 2004 jedoch fast alle Beschränkungen aufgehoben. Begründet wurde die Deregulierung unter anderem mit der möglichen Brückenfunktion der Leiharbeit in ein Normalarbeitsverhältnis. Diese Brückenfunktion wird auch in der Wissenschaft oft angenommen oder als Fakt dargestellt. In der Arbeit "Leiharbeit: "Brücke" in den Arbeitsmarkt" wird einen Überblick über die Entwicklung der Zeitarbeit geben und die Risiken von Leiharbeit betrachten, ehe verschiedenen Studien zu "Brückenfunktion" der Leiharbeit untersucht werden. Der Autor kommt zu dem Ergebnis, dass die von der Harz-Kommission erwarteten "Übernahmequoten von 40 Prozent und mehr" utopisch waren und die quantitativen Studien, in diesem Punkt, keinen gro en Erfolg der Reformen erkennen lassen. Auch qualitative Interviews mit Zeitarbeiter_innen kommen zu diesem Ergebnis. Betrachtet man nicht nur isoliert die Brückenfunktion der Leiharbeit sondern nimmt auch noch die Kritik an Zeitarbeit ins Visier so lässt sich Leckel zufolge feststellen, dass Leiharbeit nicht nur ein schmaler Steg sondern auch ein gefährlicher ist.
