De plus, un contr�le strict et la menace de sanctions sont non seulement co�teux, mais nuisent �galement � la cr�ativit� et � l'innovation et favorisent l'inertie parmi les fonctionnaires, qui s'en tiennent aux r�gles et aux proc�dures au d�triment de la flexibilit� et de la productivit�. Deuxi�mement, traditionnellement, les efforts alternatifs de lutte contre la corruption se sont concentr�s sur les incitations financi�res pour dissuader les comportements corrompus, ignorant le potentiel des incitations sociales (non financi�res) - r�compenses non mon�taires telles que les prix d'int�grit� - et la reconnaissance publique d'un leadership et de performances exemplaires.
