This paper looks at Mali as a solution to the possibility of basing or forward basing of United States Africa Command. They are working on potential biodiesel products that can help with the world's dependence on oil. Mali leads the region and the country in banking and is seen as a model for other countries. Mali is also a growing Muslim democracy in the region. The United States has pointed to it as the model of government for other struggling countries in Africa. Our National Security Strategy points to the need to assist this developing democracy.
