Um diesem Druck gerecht zu werden, greifen immer mehr Unternehmen auf das sogenannte Offshoring, dem Auslagern von Dienstleistungen in Niedriglohnländer, zurück. Durch die ständig fortgeschrittene Standardisierung der IT-Prozesse und das dadurch vermehrt nachlassende Differenzierungspotential durch die eigene IT-Kompetenz, verliert dieser Bereich zunehmend an strategischer Bedeutung innerhalb vieler Firmen. Gepaart mit den heutigen Möglichkeiten durch weltweit verfügbare Kommunikationsnetze entsteht damit die Konstellation, wissensbasierte Tätigkeiten wie z.B. das Programmieren von Applikationen an räumlich getrennten Orten zu ermöglichen. In jedem Zielland existieren unterschiedliche Voraussetzungen für eine Auslagerung. Entscheidende Differenzen sind hier hierbei bspw. die Lohnkosten, die Verfügbarkeit von qualifiziertem Fachpersonal, Infrastruktur, örtliche Nähe und Zeitzone sowie rechtliche Gegebenheiten. Der Beitritt der betrachteten Staaten Mittel- und Osteuropas erhöht deren Attraktivität als Produktionsstandort und Absatzmarkt für deutsche Unternehmen. Auch für IT-Outsourcing stellt die neue EU-Region damit eine Alternative zu den klassischen Offshore-Destinationen wie beispielsweise Indien dar. Geografische und kulturelle Nähe kommt Nearshore-Auslagerungen dabei entgegen. Vorliegende Arbeit analysiert die neuen EU-Staaten im Hinblick auf die Auslagerung von Softwareentwicklung.
