Daher ist es eindeutige Pflicht einer Regierung, die Treuh�nder sowohl der ungeborenen Generationen als auch der gegenw�rtigen B�rger ist, die ersch�pfbaren, nat�rlichen Ressourcen eines Landes zu �berwachen und sie - falls erforderlich durch Gesetz - vor �berst�rzter, r�cksichtsloser Ausbeutung zu sch�tzen." Diese, von dem National�konom Arthur Cecil Pigou, im Jahre 1920 getroffene Aussage ist auch heute noch f�r die gesamte Volkswirtschaft von zentraler Bedeutung. Insbesondere beim Schutz des Klimas oder der Umwelt muss der Staat nachhelfen. "Hier versagen die M�rkte immer wieder, weil die Verschmutzung der Umwelt oder der Aussto klimaver�ndernder Gase die Verursacher nichts kostet." In diesem Kontext stellt sich die Frage, was unter einem Markt zu verstehen ist und wie der Preis eines Gutes zustande kommt. Die Produktion oder der Konsum eines Gutes belastet unbeteiligte Dritte. Das Problem besteht jedoch darin, dass der "Verbrauch" der Natur oder der Schaden f�r das Klima nicht in die Kosten der Produktion einflie en. Daher gibt es f�r die Verursacher auch keinen wirtschaftlichen Anreiz, nach neuen Verfahren zu suchen, die weniger belastend sind. In solchen F�llen k�nnen M�rkte zumeist erst dann etwas beitragen, wenn der Staat nachhilft. Daf�r steht der Politik eine Vielzahl von Instrumenten zur Verf�gung. Hier besteht das Problem, zu entscheiden, welches Instrument am besten geeignet ist, um etwas gegen die unerw�nschten Folgen der Klima- oder Umweltbelastung zu unternehmen.
