Hohe Qualität und Flexibilität sind die wesentlichen Bedingungen, die sie erfüllen müssen, um den sich stets wandelnden Anforderungen zu genügen. Aber nicht nur in Deutschland, sondern europaweit ist es essenziell, dass diese Qualität und Flexibilität immer wieder auf den Prüfstand gestellt werden. Daher ist es unumgänglich, dass im Bereich der beruflichen Aus- und Weiterbildung dieser hohe Standard durch vielversprechende Neuerungen beibehalten bzw. gefördert wird. Die wohl grö te Herausforderung in der heutigen Zeit ist nun die Schaffung und Etablierung eines Systems zur Akkumulierung und Übertragung von Leistungspunkten. Ziel ist es, ein europaweit durchlässiges System der Standardisierung internationaler Berufskompetenz zu schaffen. Nach der Entwicklung des European Credit Transfer System (ECTS), eines Bezugsrahmens für den Hochschulbereich, der Transparenz und europaweite Anrechenbarkeit von Studienleistungen garantieren soll, sind nun vergleichbare Instrumente für die berufliche Bildung entwickelt worden. In den zwei folgenden Kapiteln dieser Arbeit wird daher ausführlich auf die Instrumente EQF (European Qualifications Framework) und ECVET (European Credit System for Vocational Education and Training) eingegangen. Basierend auf diesen auf europäischer Ebene geschaffenen Instrumenten wurden die jeweiligen deutschen Pendants entwickelt. Zum einen der DQR (Deutscher Qualifikationsrahmen) als Pendant zum EQF und zum anderen der DECVET als Gegenstück zum ECVET. Diese werden ebenfalls Thema dieser Arbeit sein.
