Die vorliegende Arbeit befaBt sich mit der franzosischen Investitions- planung nach dem zweiten Weltkrieg. Diese stellt in den Augen des Ver- fassers eine methodisch interessante Neuerung der staatlichen Investitions- politik dar. Darin liegt die Rechtfertigung der Themenstellung. Frankreich hat als eines der wenigen europiiischen Lander seine Investi- tionsplane iiber die Wiederaufbaujahre 1946-1950 hinaus fortgefiihrt und diese seitdem methodisch standig verbessert. Mit dem Wandel der wirt- schaftlichen Situation muBte jedoch auch ein Wandel in der Konzeption der Investitionsplanung einhergehen: die Investitionsplane verloren all- mahlich den Charakter einer staatlichen Investitionslenkung und wurden in immer starkerem MaBe zu unverbindlichen, damit aber keineswegs wertlosen Orientierungslinien fiir die Wirtschaftspolitik und fur die einzelnen Investoren. Der Begriff Investitionsplanung, wie er in dieser Arbeit verwandt wird, hat daher nur sehr wenig mit Planwirtschaft oder zentralgeleiteter Wirtschaft zu tun. Ebensowenig darf Investitionsplanung mit Investi- tionspolitik im herkommlichen Sinne als Inbegriff von bestimmten wirt- schaftspolitischen MaBnahmen gleichgesetzt werden. Investitionsplanung ist vielmehr der Versuch, die globalen und sektoriellen Entwicklungs- tendenzen der Wirtschaft auf mehrere Jahre im voraus aufzuzeigen und durch ein solches gesamtwirtschaftliches Wachstumsschema die Investi- tionsentscheide der Investoren und die Wirtschaftspolitik des Staates so zu orientieren, daB das Ziel eines schnellen und harmonischen Wachstums eher realisiert wird. Investitionsplanung in dem hier dargestellten Sinne befaBt sich stets nur mit GlobalgroBen; sie will nicht die einzelwirtschaft- liche Investitionsplanung ersetzen, sondern diese vielmehr erleichtem, indem sie den gesamtwirtschaftlichen Hintergrund zur Verfiigung stellt.
