Das NRW-Profil in Sachen Arbeitsschutz lautet: weniger Verwaltung, mehr Dienstleistung, weniger Arbeitsschutzpolitik, mehr Arbeitsgestaltungspolitik. Dazu verlangt das Konzept ein einheitliches Verständnis darüber, welches Wissen über das Arbeitsschutzsystem in NRW erforderlich ist, um es wirksam zu steuern. "Wer benötigt welches Wissen? Aus welchen Informationen und Daten kann dieses Wissen erzeugt werden? Diese Fragen sind zu klären. Das Prinzip lautet: Das Richtige richtig tun! Der Aufbau eines Arbeitsschutzcontrollings, das die Statusanalyse in ihrer bisherigen Form ablöst, wird eine vorrangige Aufgabe der kommenden Jahre sein. Dabei kann auf Fachwissen und Strukturen zurückgegriffen werden, die bei der Erstellung der Statusanalyse aufgebaut worden sind." Um systematische strategische Lösungen zur Verbesserung der Sicherheit und Gesundheit bei der Arbeit zu erlangen, forderte die Konferenz der Arbeits- und Sozialminister die Verbesserung der Datenlage für ein Arbeitsschutz-Controlling. Die Abhandlung geht der Grundsatz-Frage nach, ob ein solches Arbeitsschutz-Controlling überhaupt entwickelt und implementiert werden kann.

Der Autor wurde 1956 in Gelsenkirchen geboren und besuchte dort das Grillo- und Carl-Friedrich-Gauß-Gymnasium. Er absolvierte zunächst eine Verwaltungsausbildung in der Landesverwaltung NRW und studierte dann Verwaltungsrecht an der Fachhochschule für öffentliche Verwaltung in Gelsenkirchen und im Zweitstudium Rechtswissenschaft an der FernUniversität Hagen. Später studierte er an der University of Applied Sciences Dortmund Betriebswirtschaft, das er wie das vorangegangene Studium mit dem Diplom abschloss. Schließlich studierte er am Institut für Arbeitswissenschaft der Ruhr-Universität Bochum Arbeits- und Organisationswissenschaft, und schloss das Studium als Master of Organizational Management mit der Bestnote ab. Aktuell arbeitet er wissenschaftlich an der Andrassy Universität Budapest. Er ist Autor zahltreicher Fach- und Sachbücher und ist seit mehreren Jahren selbständiger Verleger.
