Zahlreiche Debatten um das sogenannte "Trittbrettfahrer-" oder "Dr�ckebergerproblem" schlie en darauf, dass die Problematik der Arbeitsunwilligkeit einzelner Arbeitslosen- und Sozialhilfeempf�nger auch partei�bergreifend wachsende Beachtung findet. Ursache f�r dieses Interesse liegt sowohl in den stetig steigenden Zahlen der Hilfeempf�nger als auch im Absinken ihres Durchschnittsalters. Die gr� te Herausforderung, die sich in diesem Zusammenhang stellt, ist, die Moral Hazard-Problematik gegebenenfalls auch durch Sanktionierung zu verringern, gleichzeitig aber das Vertrauen in die Sicherheit des sozialen Netzes nicht zu zerst�ren. Aus einer Perspektive die Zeitlich vor der Einf�hrung der Hartz Gesetze liegt werden die Arten der staatlichen Leistungen und ihre jeweiligen Kritikpunkte vorstellt und darauf aufbauend verschiedene Verbesserungsvorschl�ge nach ihrer Machbarkeit und ihren Wirkungen bewertet. Abschlie end wird die Schaffung eines subventionierten Niedriglohnsektors trotz der schwierigen Umsetzung als m�glicheL�sung vorgestellt.
