Diese in der ffentlichkeit h ufig anzutreffende Meinung ber mangelhafte Motivation und Einsatzbereitschaft von Besch ftigten des ffentlichen Dienstes ist einer der Steine des Ansto es f r die bernahme von Lehrs tzen des New Public Management in deutsche Verwaltungsvorschriften. Hinzu kommt, dass deutsche Verwaltungen als tr ge und veraltet angesehen werden und den Anforderungen des globalen Standortwettbewerbs nicht gewachsen seien. New Public Management ist ein Ansatz zur Modernisierung ffentlicher Ver-waltungen, welche an die Gegebenheiten der Marktwirtschaft angepasst werden sollen, indem die Verwaltungen effizienter, effektiver, b rgern her, flexibler und innovativer gestaltet werden. In dieser Arbeit soll auf eben den Aspekt, der in dem einleitenden Zitat von Gerd Landsberg angesprochen wird, eingegangen werden. Und zwar, wie sich Reformen des Dienstrechtes im Sinne des New Public Management auf das Personal des ffentlichen Dienstes auswirken. Tragen vom New Public Management deduzierte Ma nahmen zu einem Mehr an Flexibilit t, Kreativit t und Motivation der ffentlich Besch ftigten bei? Die Grundgedanken und Schl sselelemente des New Public Management werden n Kapitel 2 vorgestellt.
