Diese Diskussion war um so mehr berechtigt, da mit dem Dualen System ein vielfach bewährtes Entsorgungssystem schon existierte. Kaum jemand wei , dass die Einführung eines Zwangspfands allen Beteiligten schon über zehn Jahre vor der Einführung des Dosenpfandes bekannt war. Schon seit 1991 gab es Quotenvorgaben für Mehrweg-Getränkeverpackungen, bei deren Nichteinhaltung eine Pfandpflicht für Einwegverpackungen angedroht war. Was führte also dazu, dass sich die Unternehmen nach Ansicht der Politik so unkooperativ verhielten? Wieso schlossen sie sich nicht einfach den seit mehreren Jahrzehnten existierenden Mehrwegsystemen an, um ihre Getränke umweltfreundlich über diesen Distributionsweg zu vertreiben? Um die Beweggründe der Unternehmen herauszustellen, muss die Wirtschaftlichkeit der in Deutschland eingesetzten Getränke-Distributionssysteme analysiert werden. Wegen des gro en Konkurrenzdrucks sind die Betriebe ständig darauf aus, stets die für sie günstigste Alternative zu wählen. Dabei werden ökologische Aspekte oft zugunsten der Gewinnmaximierung vernachlässigt. Um zwischen ökologischen und ökonomischen Zielen ein vertretbares Gleichgewicht zu finden, muss die Politik über die Gesetzgebung regulierend eingreifen. Das begann mit der Einführung des Dualen Systems Anfang der 90er Jahre. Die zunehmende Wegwerfmentalität in der Gesellschaft führte später dazu, dass der Mehrweganteil immer weiter sank, was die Mehrwegsysteme gefährdete. Am Ende dieser Kausalkette stand die Einführung des Dosenpfandes mit dem Ziel, die Mehrwegsysteme zu stärken. Zwar reduzieren Mehrwegsysteme die Kosten des Packmit
