Die Beschäftigung mit Problemen der Planung hat sowohl in der Praxis als auch in der Betriebswirtschaftslehre eine vergleichsweise lange Tradition. Da- bei lassen sich in beiden Bereichen gewisse Entwicklungstendenzen erkennen: In der Planungspraxis zeigt sich eine wachsende Tendenz zu längerfristigen Planungszeiträumen. Nachdem man sich lange Zeit weitgehend auf kurz-und mittelfristige Planungen konzentriert hatte, ist vor allem seit Mitte der sech- ziger Jahre eine Erweiterung formaler Planungssysteme um langfristige Pläne zu erkennen. Die Entwicklung langfristiger Ziele, Strategien und Grundsätze und damit die Unternehmungspolitik selbst gewinnen heute als Gegenstand der Planung immer mehr Bedeutung. Die verstärkte Auseinandersetzung mit Problemen langfristiger Planung hat ihren Niederschlag aber auch in den Planungswissenschaften gefunden. Aller- dings existiert bisher weder hinsichtlich der kurz-und mittelfristigen Planung noch in bezug auf langfristige Planungen eine empirisch fundierte Planungs- theorie. Die Entwicklung in der Planungswissenschaft ist primär zum einen durch Bemühungen um die Schaffung von Begriffssystemen und die Klassifi- kation von Planungsarten, zum anderen durch normative Aussagen zur Gestal- tung von Planungssystemen und -prozessen gekennzeichnet. Soweit deskriptive Aussagen formuliert werden, sind sie im allgemeinen beschreibender Natur. Nur selten finden sich Aussagen in Form allgemeingültiger Sätze, die empirisch überprüft oder auch nur überprüfbar wären. Vergleichsweise am fortgeschrit- tensten dürfte der Entwicklungsstand hinsichtlich des Einsatzes von Methoden zur Unterstützung von Planungsprozessen, insbesondere solchen operativer Natur sein. Demgegenüber fehlt durchgängig verlä liches deskriptives Wissen zu den Merkmalen von Planungsprozessen und zur Struktur von Planungs- systemen. Mit ausgewählten Problemen der Struktur und verschiedenen Proze merk- malen langfristiger Planungssysteme beschäftigt sich die vorliegende Arbeit.
