John Kerry beschuldigte die Regierung daraufhin des vorsätzlichen Exportes amerikanischer Arbeitsplätze ins Ausland, und der zur Wahl des demokratischen Präsidentschaftskandidaten angetretene Senator John Edwards schlug gar vor, als erstes die Bush-Administration outzusourcen, wenn sie einem solchen Berater vertraue. Der reinen Intuition folgend erscheinen die beiden letzten Aussagen leicht nachvollziehbar: Die Verlegung von Teilen der inländischen Wertschöpfungskette ins Ausland, gemeinhin als Outsourcing bezeichnet, zieht automatisch einen Export von Arbeitsplätzen nach sich, der im Sinne eines Nullsummenspiels zugleich einen Verlust eben solcher in der heimischen Volkswirtschaft bedeutet. Sofern die der Auslagerung vorangehenden unternehmensinternen Entscheidungen reinem Kostenminimierungskalkül folgen, ist die Flie richtung dieses Stromes an Arbeitsplätzen auch eindeutig festgelegt - sie weist hinaus aus den fortgeschrittenen Industrienationen wie Amerika, Japan oder Deutschland hinein in die Niedriglohnländer Indien, China und Russland. Angesichts dieses einfachen wie scheinbar plausiblen Gedankenganges erscheint es kaum überraschend, dass sich in einer repräsentativen Meinungsumfrage 69 % der Amerikaner davon überzeugt zeigten, dass Outsourcing der heimischen Wirtschaft eher schadet als nutzt. Doch wie weit trägt diese doch sehr laienhaft anmutende Intuition? Ist Outsourcing eine tatsächliche Bedrohung für den Wohlstand in den fortgeschrittenen Industrienationen?
