About The Book

Das Geld der Parteien ist in allen Ländern der westlichen Welt ein Politikum. Die Versuche, die vom Geld her erzielbare Macht unter öffentliche Kontrolle zu bringen, begannen in den angelsächsischen Demokratien im vorigen Jahrhundert. Im westli- chen Deutschland ist der Gesetzgeber seit 1949 beauftragt, das Problem zu regeln. Artikel 21 des Bonner Grundgesetzes fordert die Parteien zu öffentlicher Rechen- schafl: über die Herkunfl: ihrer Mittel auf. Die ersten drei Bundestage haben das da- zu erforderliche Parteiengesetz nicht verabschiedet. Ober die in diesem Zeitraum ge- pflogenen Erörterungen, über den materiellen Sachverhalt und über die Möglichkei- ten, dem Verfassungsauftrag gerecht zu werden, will diese Arbeit den Leser unter- richten. Erste Anregungen zu diesem Thema hat der Verfasser 1951/52 in Seminaren der Deutschen Hochschule für Politik in Berlinempfangen, einemehrjährigewissenschafl: - liche Tätigkeit im Deutschen Bundestag bot ihm später Gelegenheit zu genauerem Studium. Er erinnert sich in diesem Zusammenhang dankbar seiner Lehrer Prof. Dr. Otto Suhr und Prof. Dr. Martin Drath sowie der Förderung durch den Vorsitzenden des Bundestagsausschusses für Inneres Friedrich Maier. Prof. Dr. Karl Dietrich Bracher verdankt die vorliegende Arbeit, die als Dissertation von der Philosophi- schen Fakultät der Universität Bonn angenommen worden ist, bedeutsame Hinweise. Prof. Dr. Amold J. Heidenheimer (University ofFlorida) und dieCitizens' Research Foundation in Princeton, N.
