Der Rundfunk wäre der denkbar gro artigste Kommunikationsapparat des öffentlichen Lebens, ein ungeheures Kanalsystem, d.h., er würde es, wenn er es verstünde, nicht nur auszusenden, sondern auch zu empfangen, also den Zuhörer nicht nur hören, sondern auch sprechen zu machen und ihn nicht zu isolieren, sondern ihn in Beziehung zu setzen. Der Rundfunk mü te demnach aus dem Lieferantentum herausgehen und den Hörer als Lieferanten organisieren." (Brecht 1967 [1932]; zitiert nach Roesler/Stiegler 2005: 219) Diese Überlegungen bezüglich des Potenzials von Rundfunk, den Hörer aktiv in die Produktion von Inhalten einzubinden, damit der Hörer auch über das Radio kommunizieren kann, um in Gespräche und Debatten einbezogen zu werden, stellte Bertolt Brecht bereits vor 80 Jahren. Er erkannte in dieser damals neuen Form der öffentlichen Kommunikation ungeahnte Möglichkeiten, dem Normalbürger in gesellschaftliche Fragestellungen einzubeziehen, statt ihn lediglich mit Inhalten zu versorgen. Heute wissen wir, dass diese Vor-stellungen utopisch waren und diese Form der Integration des Bürgers lediglich in Bürgerradios mit recht geringer Reichweite realisiert wurde. Heute wissen wir aber auch, dass sich die Medien seitdem enorm gewandelt haben und es mit dem Internet mittlerweile ein Medium gibt, mit dessen Hilfe Normalbürger mit weit weniger Aufwand ihre Positionen und Ansichten der Öffentlichkeit vermitteln können.
