O trabalho explora o tema do planeamento de custos de projetos de Parceria P�blico-Privada (PPP) na Rep�blica Checa, especialmente no que diz respeito a contextos institucionais e infraestruturas rodovi�rias. Em primeiro lugar, o conceito de PPP � apresentado de uma perspetiva te�rica e comparado com os contratos p�blicos tradicionais. A parte principal da tese centra-se nos contratos p�blicos de infraestruturas rodovi�rias e nas vantagens da estrutura organizacional da PPP. As solu��es para institui��es de aquisi��o deficientes abrangem quatro �reas principais: melhoria das leis de aquisi��o, melhores qualifica��es dos funcion�rios p�blicos, planeamento estrat�gico das estradas necess�rias e perspetiva de gest�o de ativos na infraestrutura existente. Segue-se uma an�lise emp�rica aprofundada de um modelo PPP do Banco Mundial para autoestradas atrav�s de uma simula��o de Monte Carlo. Um caso particular da autoestrada R35 � avaliado como um projeto PPP e os principais fatores do VPL p�blico e privado s�o identificados e comparados em tr�s cen�rios diferentes. No geral, o trabalho conclui que, se os riscos forem adequadamente distribu�dos e as autoridades p�blicas suficientemente qualificadas, os projetos de PPP s�o adequados para servir como meio para o Estado obter infraestruturas rodovi�rias.
