Zwar entstehen derzeit auch wieder Normalarbeitspl tze, dennoch nehmen l ngerfristig gesehen die atypischen Formen von Arbeit eher zu und die Zahl sozialversicherungspflichtige Vollzeitbesch ftigung ab. Die Definition von prek ren Besch ftigungsverh ltnissen ist schwierig. Nicht jede atypische Besch ftigung, wie zum Beispiel Teilzeitarbeit, ist auch prek r. Prek r ist Erwerbsarbeit in der Regel dann, wenn der Lohn deutlich unter dem Durchschnittseinkommen liegt, keine zuverl ssige Zukunftsplanung f r den einzelnen m glich ist und Arbeitnehmerschutzrechte reduziert sind. Prek r sind die Jobs vor allem deswegen, weil sich die Risiken des Arbeitsmarktes hier besonders konzentrieren. Viele Jobs sind unsicher und/oder niedrig bezahlt; die Chance, erneut arbeitslos zu werden, ist besonders gro , Phasen der Besch ftigung und Nichtbesch ftigung wechseln einander ab. Die Ursachen f r das Zur ckdr ngen des Normalarbeitsverh ltnisses und die Zunahme prek rer Besch ftigungsformen sind vielf ltig. Globalisierungsprozesse und die Internationalisierung der M rkte erzeugen einen hohen Konkurrenzdruck f r Wirtschaft und Betriebe. Sie m ssen ihre Wettbewerbsf higkeit erhalten. Die Lohnkosten spielen hierbei eine wichtige Rolle. Von Arbeitgeberseite werden deshalb prek re Besch ftigungsverh ltnisse oftmals auch als Br cke hin zu gesicherten Arbeitspl tzen verstanden.
