Inhaltsangabe: Zusammenfassung: Der grö te Arbeitgeber in Deutschland ist der Staat mit seinen staatseigenen Betrieben und den Bundes-, Landes- und Kommunalverwaltungen. Von den Mitte 2002 36,5 Mio. Erwerbstätigen in Deutschland1 waren 4,809 Mio. im öffentlichen Dienst, davon 1,441 Mio. bei Kommunalverwaltungen beschäftigt. Dies entspricht 13.18% der Erwerbstätigen im öffentlichen Dienst bzw. 3,95% aller Erwerbstätigen. Von Veränderungen bei der Leistungserstellung des Staates sind aber nicht nur die dort Beschäftigten betroffen, sondern nahezu jeder Bürger wird zumindest indirekt betroffen sein. Bedingt durch die Finanzkrise der öffentlichen Haushalte und die Forderungen der Wirtschaft und Bürger nach mehr Effizienz und Kundenorientierung der Behörden sieht sich die öffentliche Verwaltung in Deutschland einem wachsenden Veränderungs- und Modernisierungsdruck ausgesetzt. Im Rahmen der Modernisierungsvorschläge, wurde und wird versucht, in der Privatwirtschaft erfolgreiche Managementkonzepte auf die öffentliche Verwaltung zu übertragen. Eines dieser Managementkonzepte ist das Prozessmanagement. In dieser Arbeit wird zunächst die Domäne der Kommunalveraltung beschrieben und von der Privatwirtschaft abgegrenzt. Es werden aktuelle kommunale Organisationsstrukturen sowie Entwicklungen zur Reform der Verwaltung erläutert. Ein Schwerpunkt wird dabei auf das so genannten eGovernment, den derzeitigen Stand der Umsetzung sowie dabei auftretende Probleme gelegt. Im Anschluss daran werden das Konzept des Prozessmanagements und Konzepte zur prozessorientierten Reorganisation von Unternehmen vorgestellt. Ausgehend von den Unterschieden zwischen Privatwirtschaft und Kommunalverwaltung werden die Einsatzmöglichkeiten, Chancen und Grenzen des Prozessmanagements unter Einsatz moderner Informations- und Kommunikationstechnologie aufgezeigt. Dazu wird im Rahmen der Arbeit ein Anforderungskatalog entwickelt anhand dessen Methoden wie z.B. Petri-Netze, Ereignisgesteuerte Prozesske
