Since 1989 the U.S. Air Force has reduced its force by one-third and experienced 12 years of reduced defense spending. The pressure to downsize and the increased OPTEMPO have caused significant problems in readiness and retention. Increased demand on aircraft is creating maintenance shortfalls, thereby reducing the Air Force's ability to divert funds for modernization efforts.
