Public enterprises reforms occupy the central place in the schemes of economic reforms in India. In many developing countries opting for economic reforms, public enterprise reforms have come at the beginning of the cycle of economic reforms. In India, it has not happened so and the results are there for us to see. The present book makes an attempt to present a case for reforming public enterprises in India and also the agenda for action for this purposes. It outlines the challenges ahead for public enterprises and the need for reforms viewed from the global perspective. It outlines the performance of the public enterprises and the areas requiring the attention of the reformers. It presents the case of a state in which reforms have to be carried out and the context for such reforms. It identifies regulations as one of the key component of the reforms. The book also elucidates the reform experience of some of the states. It presents a balanced view of the theory and practice of public enterprise management in the reform context. It incorporates case studies of nine public enterprises to demonstrate the need and effect of economic reforms.
R.K. Mishra, is currently Senior Professor and Director, Institute of Public Enterprises, Hyderabed. He is a graduate of International Management Programme, SDA Baconi, Milan, Italy. He has research stints in London Business school and Maison Des Science De L’ Hommes, Paris. He has taught at the Univesity of Bradford, United Kingdom and was visiting Professor of Maison Des Sciences De L’ Hommese, Paris. He has been a management consultant to several national and international organizations and also been a researcher for Planning Commission, Finance Commission, Prime Minister’s Economic Advisory Council, Indian Council of social Science Research, Common wealth Secretariat, International Civil Service Consortium, State Bureaus of Public Enterprises, Financial Institutions and Banks. He has several international and national publications. He is on the boards of several public and private sector enterprises. He has been on several study groups and committees set up by global organizations, Govt. of Indian, and the State Governments. He is VicePresident, International Association of Schools and Instituted in Administration (IASIA), Brussels. He is the Chairman of the working Group II: PublicPrivatePartnership and Enterprise Management constituted by IASIA. He is on the Steering Committee of Network of AsiaPacific Schools and Institutes of Public Administration and Governance (NAPSIPG) supported by the Asian Development Bank. He is Honorary Member on the Board of Research, American Biographical Institute, USA. Lakshmi Kumar is currently Assistant Professor in the area of Economics at the Institute of Public enterprises, Hyderabad. She is a resource faculty to various MBA programmes. She is presently working on the Databases on Central Public enterprises and organized a number of Training Programmes. J. Kiranmai is currently Research Associate at the Institute of Public Enterprises, Hyderabad. She is presently working on the Database on Central Public Enterprises and State Lavel Public Enterprises in India.
