Le 18 mars 2003, les �tats-Unis de George Bush fils attaquent l'Irak de Saddam Hussein au cours de l'op�ration Libert� en Irak . Rappelant � priori l'offensive men�e en 1991 par George Bush p�re, l'intervention de 2003 est en fait radicalement diff�rente. Parce qu'elle est entreprise au nom de l'autorit� souverain des �tats-Unis � utiliser la force pour assurer leur propre s�curit� nationale, en dehors de toute autorisation de l'ONU et � l'encontre de la volont� de plusieurs alli�s, elle r�habilite l'id�e de la guerre comme simple continuation de la politique ext�rieure. Ce faisant, les �tats-Unis entrouvrent la porte au retour de l'�tat de guerre.
Dario Battistella s'efforce, dans un essai neuf et stimulant, de comprendre les raisons de l'op�ration Libert� en Irak , sa port�e et sa signification pour l'ordre international au XXIe si�cle.
En s'appuyant sur la th�orie et l'histoire des relations internationales, il d�montre qu'au fil du temps une soci�t� internationale a vu le jour et un ordre pacifi� plus ou moins stable dont les �tats-Unis ont d'ailleurs �t� le principal promoteur. Or, l'op�ration Libert� en Irak rompt brusquement avec cette �volution, en r�introduisant des pratiques caract�ristiques du droit du plus fort. Pourquoi ce retournement ? Le nouveau comportement am�ricain renvoie-t-il � de simples causes conjoncturelles d'ordre int�rieur ou � des explications li�es � l'�volution du syst�me international ? Peut-on en �valuer la signification ? Quelles suites �ventuelles sont � craindre en ce d�but du XXIe si�cle ?
Dario Battistella est Professeur de Science politique � l'Institut d'�tudes Politiques de Bordeaux. Il a notamment publi� un manuel de Th�ories des relations internationales (Presses de Sciences Po, 2003) et, en co�dition avec Marie-Claude Smouts et Pascal Vennesson, un Dictionnaire des relations internationales (Dalloz, 2e �d., 2006).
