En Revista política de las diversas administraciones que la República Mexicana ha tenido hasta 1837 José María Luis Mora hace un análisis del sistema político mexicano durante la primera parte del siglo XIX.

José María Luis Mora fue un historiador, político y sacerdote mexicano, uno de los principales representantes del liberalismo en México de la primera mitad del siglo XIX. Doctor en Teología por la Real y Pontificia Universidad de México.

Impartió cursos de filosofía y colaboró en publicaciones como El Sol, La Libertad, El Observador y El Indicador. Además, fue diputado por el Congreso Local del Estado de México y miembro del Congreso Nacional por el estado de Guanajuato.

Entre 1833 y 1835, fue el consejero del presidente Valentín Gómez Farías. Luchó por la separación entre la educación y el clero, y por el acceso universal a la enseñanza. Creó el Colegio de Ideología. Destacó como pensador durante la primera Reforma.


Desde que apareció por segunda vez la Constitución española en México a mediados de 1820, se empezó a percibir en esta república, entonces colonia, un sentimiento vago de cambios sociales, el cual no tardó en hacer prosélitos, más por moda y espíritu de novedad, que por una convicción íntima de sus ventajas, que no se podían conocer, ni de sus resultados, que tampoco era posible apreciar. Este sentimiento, débil en sus principios, empezó a ser contrariado por una resistencia bien poderosa en aquella época, que, combinada con otras causas, produjo la independencia. Efectuada ésta, nada se omitió para contener el movimiento social y la tendencia a los cambios políticos que empezaba a ser más viva, pero que no salía todavía de la esfera de un deseo. Se quiso comprometer en el partido de la resistencia al general Iturbide, pero nada o muy poca cosa se logró en esto, a pesar de que el partido escocés que derribó el trono era el núcleo de semejantes deseos. La voz república vino a sustituir a la de imperio en la denominación del país; pero una y otra eran poco adecuadas para representar, mientras se mantuviesen las mismas instituciones, una sociedad que no era realmente sino el virreinato de Nueva España con algunos deseos vagos de que aquello fuese otra cosa.

Nacio en Guanajuato y en 1818 se graduo de bachiller en la real y pontificia Universidad de Mexico y mas tarde fue doctor en teologia. Escribio mucha en la prensa a favor de los principios liberales. Fue diputado del congreso mexicano y asesor del presidente. La ideologia del partido liberal esta inspirada en su pensamiento. Creia que la educacion debia ser laica. Al caer el gobierno liberal fue encarcelado y despues deportado a Estados Unidos. En 1835 se fue a Europa, murio en la pobreza en 1850.
