Dieses Problem tritt hauptsächlich in abgelegenen Gebieten oder Dörfern auf, in denen es an einer grundlegenden Infrastruktur zur Unterstützung des Internets mangelt. Unter solchen Umständen können drahtlose Kommunikationsnetzwerke, die unabhängig von einer durchgehenden Verbindung zwischen Knoten sind, bessere Ergebnisse liefern. Eine solche Lösung ist das Pocket Switched Network (PSN). Es handelt sich um ein relativ neues Forschungsgebiet, das ohne spezifische Infrastruktur ordnungsgemä funktionieren kann. PSN ist unabhängig von einer durchgehenden Verbindung zwischen Menschen und kann in extremen Umgebungen, die TCP/IP nicht bewältigen kann, bessere Ergebnisse liefern.
