Unter dem Leitthema, Rundfunkpolitik' kann nicht eine Gesamt- darstellung alIer wesentlichen Aspekte unseres Rundfunksystems erwar- tet werden. Vielmehr geht es darum, die Schnittpunkte und gegensei- tigen EinfluBzonen von politischem System und Rundfunkstruktur zu analysieren. Dem Auf trag, Material und Hintergrundinformation flir die politische Bildung zu erstellen, entspricht die sehr knappe Darstellung mit der erganzenden Vorlage von Originalquellen. Die Frage nach den medienpolitischen Bedingungen des Rundfunks stellt sich zugleich auch als Frage nach dem tatsachlichen Stand, nach dem "was war und was ist". Unser Rundfunksystem ist immer schon ein Produkt politischer Leitvorstellungen und Entscheidungen gewesen, es ist auch immer schon okonomischen Bedtirfnissen gefolgt, es ist niemals ein Ergebnis vermeid- licher technischer Sachzwange oder langfristiger Gesellschaftsplanung gewesen. Wir haben im wesentlichen die Rundfunksituation, wie sie der in der Bundesrepublik vorherrschenden politischen Krafteverteilung entspricht - so wie wir auch im intemationalen Vergleich feststellen konnen, daB die Rundfunkordnung sehr viel tiber politische Kultur und okonomische Grundauffassung aussagt, sie im wesentlichen einen Reflex dieser Bedingungen darstellt.
