Mit den bildungspolitischen Entscheidungen, also in der Sprache der Bürokratie, regeln die Verantwortungsträger im Bildungsbereich Festlegungen in den Ländern und in der EU. Über Strukturänderungen und Bildungsstandards versuchen sie, die Schule zu fördern. Aber die Resonanz ist gering, und den Wirkungsgrad schätzt man auf nur acht Prozent. Tatsächlich leben die Regierten auf einer anderen Denk- und Sprachebene. Lehrer und Schüler kämpfen mit den Herausforderungen des Alltags und brauchen dafür Hilfen aller Art. Solche stehen bereit mit den gesicherten Erkenntnissen und dem Wortschatz der Human- und Arbeitswissenschaften und aller Zweige der Lernforschung. Doch diese Hilfsbedürftigkeit der Menschen und die Helferaufgaben der Obrigkeit sehen die Verantwortlichen nicht, sie setzen vereinfacht auf Anordnen und Ausführen. In dieser Lernlücke, den Defiziten an Aufklärung, an allgemeinem Lernen und an öffentlicher Kommunikation liegen die Hauptgründe für die Schulmisere. Die Verantwortlichen müssen darum endlich vom Grünen Tisch mit seinen Setzungen und Abstraktionen in die Niederungen der Realitäten hinabsteigen. Sie müssen die Erkenntnisse der Erziehungswissenschaften kennenlernen und verbreiten, selbst nutzen und für ihre Nutzung sorgen. Nur damit leisten sie verantwortlich Zukunftssicherung.
Rudolf Burandt, geboren 1925 in Greifswald, Abitur 1943, Kriegsteilnahme und Gefangenschaft. Von 1945 bis 1950 Studium der Klassischen Philologie, Slawistik, Indogermanistik und Padagogik in Gottingen, 1950 Promotion. Seit 1950 im Schuldienst in Niedersachsen, ab 1951 am Kaiser-Wilhelm-Gymnasium in Hannover, 1955/56 Fulbright-Stipendiat in den USA. Von 1959 an Fachleiter am Studienseminar; 1968 Forschungsauftrag zum Thema Schule als Arbeitsplatz des Schulers - Bedingungsanalyse und Vorschlage zur Erhohung der Effizienz. Ab 1973 Mitarbeit an Richtlinien fur Gesamtschulen und Gymnasien, Mitarbeit in Schulelternraten und im Niedersachsischen Elternverein. Verheiratet, drei Kinder. 1989 Ruhestand. Veroffentlichungen u. a.: 5-Tage-Woche und Schulreform (1974), Ich bin doof und du bist schuld. Schulreform und Effizienz durch Wissenstransfer und Fehlerdiskussion (1999).
