In der Offentlichkeit wird die Sicherheit industrieller technischer Anlagen immer dann diskutiert, wenn die Medien iiber einen betrieblichen Storfall mit groBen nachfolgen- den Konsequenzen berichten. Das diirfte wohl einer der Griinde sein, warum indu- strielle Risiken iiblicherweise unkritisch mit spektakuliiren GroBunflillen wie etwa Bhopal, Mexico City oder Flixborough verbunden werden. Tatsache dagegen ist, daB das Risiko -ermittelt als stochastisches Produkt aus Unfallfolge mal dessen Eintritts- wahrscheinlichkeit - insgesamt eher durch die groBere Zahl der Kleinstunflille, bei- spielsweise Arbeitsunfiille, bestimmt wird. Okonomisches Vorgehen im Sine des effektivsten Einsatzes vorhandener Mittel mit maximaler Risikominderung gebietet deshalb an sich groBeren Aufwand zur Minderung der Folgen von Kleinunfiillen zu treiben. Da aber in der Offentlich- keit GroBunfiille stiirker wahrgenommen werden, miissen auch hier Anstrengungen zur Konsequenzminderung gemacht werden. Betrachtet man Unflille der Vergangen- heit in der chemischen-petrochemischen Industrie mit katastrophalen Folgen, so sind solche mit schweren Gasen iiberproportional bei Unflillen mit sehr hohen Konsequenzen vertreten. Das liegt an der dynamischen Eigenschaft schwerer Gase, unabhiingig von der moglichen schiidigenden Wirkung. Das gibt Veranlassung, das bis jetzt nur unzureichend bekannte Verhalten dieser Gase intensiv zu untersuchen. Die Forschungsarbeiten iiber das Schwergasverhalten sind in vollem FluB, haupt- siichlich in England, USA und Holland. 1m deutschen Sprachraum fehlen fast vollig Publikationen dazu. Um so mehr besteht die Notwendigkeit, neugewonnene Erkenntnisse Wissenschaft und Industrie zugiinglich zu machen. Deswegen ist es zu begriiBen, daB der BMFT innerhalb seines Forderschwerpunktes "Risiko- und Sicherheitsforschung" die Herausgabe dieses Buches iiber "Schwere Gase" moglich gemacht hat.
