While most eyes of the world were on the exploration of space, there were small but significant programs to explore the world's oceans. This is the story of one such effort called Project Sea-Use. It was a project that featured governments, universities and volunteers of the Pacific Northwest operating with more encouragement than money yet significantly advance the sciences of Oceanography and "open ocean" diving and exploration technology.

Bill Brubaker is a former broadcast journalist who specialized in maritime and oceanographic stories. He was a member of the Project Sea-Use Committee which managed the day to day operations of the exploration of the Cobb Seamount. Bill was one of two media representatives to the project and, as a qualified advanced SCUBA diver, underwent the same training as the Project Sea-Use dives teams. Bill has also produced television documentaries on Project Sea-Use as well as numerous other television features, including time aboard Cousteau's the "Calypso" and a documentary on salmon farming. He is the author of the book; "Never As It Seems", about the television business and a primary editor of the book, "Wings At The Ready, a History of the U-S Naval Air Reserve." Bill retired from the Navy Reserve as a Captain and since leaving the world of broadcast journalism, served in public office and as an Assistant Secretary of the Washington State Department of Transportation. He currently resides in Edmonds, Washington with his wife Marlene.
