Es ist deshalb verständlich, da Veränderun- gen dieser Einstellungen mit gro em Interesse öffentlich beobachtet und disku- tiert werden. Besonders in Verbindung mit der friedlichen Nutzung der Kernener- gie hat sich die öffentliche Meinung seit etwa 15 Jahren in der Bundesrepublik Deutschland mit den Erwartungen der (jeweils) jungen Generationen im Hinblick auf technische Entwicklungen und ihre Folgen beschäftigt. Je nach dem Stand- punkt der Beobachter wurden daraus hoffnungsvolle oder pessimistische Rück- schlüsse auf die Bereitschaft gezogen, Technik verantwortlich zu gestalten und in den Dienst des Menschen zu stellen. Die Diskussion wurde häufig dadurch erschwert, da aussagekräftige und so- zialwissenschaftlich tragfähige Ergebnisse der Umfrageforschung nur vereinzelt oder in der Weise zur Verfügung standen, da einzelne Ergebnisse aus Umfragen unterschiedlicher Methodik und Zusammenhänge herausgegriffen wurden. Ver- gleichbare Daten über längere Zeitreihen standen nur selten zur Verfügung, der wichtige internationale Vergleich mu te erst erprobt werden. Es war deshalb eine wichtige Anregung, da die Studie des Jugendwerks der deutschen Shell-AG 1985 nicht nur Ergebnisse einer neuen Jugend-Umfrage durch Psydata/Frankfurt vor- legte, sondern vergleichendes Material bis zurück zur ersten Umfrageaktion im Jahre 1953, die von EMNID/Bielefeld durchgeführt worden war, in die Auswer- tung einbezog.
