About The Book

This book provides an analytical view of the successes and challenges encountered while creating the fast expanding rural sanitation movement in India, with a special focus on the last decade. While attempting to break the sanitation taboo in the country, this book presents a historical account of the importance attached to hygiene and sanitation in ancient India and the evolution of the sanitation policy. The key challenges and debates that have been encountered by policy makers while implementing the Total Sanitation Campaign have been discussed in detail along with a critical analysis of the key factors of success and the lessons learned. The book targets an audience that includes policy makers, programme managers and implementers, and outlines a vision for the future of sanitation programmes in India. It also presents innovative ideas for launching the second generation of sanitation initiatives that will be relevant not only for India but also for many other countries across the globe.

About The Author

Kumar Alok is a retired Indian Administrative Service (IAS) officer of the 1990 batch and served as the Chief Secretary of Tripura. He is currently a Professor of Practice in the Department of Economic Sciences at IIT Kanpur, where he teaches Public Policy. Alok holds a B Tech and M Tech in Aeronautical Engineering from IIT Kanpur. With over 33 years of experience in administration and governance, he has worked in diverse sectors, both at the state level in Tripura and within the Government of India. He has had significant involvement in the social, security and IT sectors. Alok played a key role in India's National Rural Sanitation Programme, including the Total Sanitation Campaign and Nirmal Gram Puraskar. He also led the design of the Dial 112 Emergency Response System and initiatives like Cyber Crime Prevention and the Indian Cyber Crime Coordination Centre (14C) while serving as Joint Secretary in the Ministry of Home Affairs
