Jhd. stellte sich unter anderem der Schriftsteller und Philosoph Jean-Jacques Rousseau folgende Frage: "Wie findet man eine Gesellschaftsform, die mit der ganzen gemeinsamen Kraft die Person und das Vermögen jedes Gesellschaftsgliedes verteidigt und schützt und Kraft dessen jeder einzelne, obgleich er sich mit allen vereint, gleichwohl nur sich selbst gehorcht und so frei bleibt wie vorher?" Um diesen Status zu erreichen ist die "Übertragung der gesamten Macht und Stärke auf einen Menschen oder eine Versammlung von Menschen, die ihren Einzelwillen durch Stimmenmehrheit auf einen Willen herabsetzen können. Wenn dies geschehen ist, nennt man diese eine Person oder diese Versammlung von Menschen als die vereinte Menge Staat".2 Nachdem nun der Glaube bestand, indem ein Mensch oder eine Versammlung von Menschen gefunden wurde, welche bereit ist/sind jene Person und dessen Vermögen zu schützen, die sie in diese Position "einberufen" hat/haben wurde bald deutlich, dass diese Machtpositionen negativ benützt wurden um das private Vermögen anzureichern. Indem dieser sogenannten Menge Staat jegliche Gewalt zugesichert wurde über Land und Leben waren einfache Menschen (Menschen ohne politische Rechte, z.B. Handwerker oder Bauern) der gnadenlosen Willkür der TyrannInnen ausgesetzt. Es scheint in der Tat so zu sein, um politische Rechte zu bekommen muss die Bereitschaft da sein diese Rechte auf jede nur erdenkliche Art und Weise erreichen zu wollen. In der Steinzeit entschied allein die physische Stärke eines Individuums über die Stellung in der Gruppe. Dadurch konnte Anspruch auf den Partner, ein Stück Fell oder rohes Fleisch erhoben werden.
