Inhaltsangabe: Einleitung: Die pharmazeutische Industrie wird in der aktuellen Diskussion primär unter gesundheitspolitischen Aspekten betrachtet: Im Verteilungskampf um das Gesundheitsbudget der GKV wird gefordert, da auch die Pharmaindustrie einen Beitrag zur Kostendämpfung im Gesundheitsbereich leisten solle. In dieser Debatte um eher kurzfristig orientiertes Kostenmanagement liegt der Schwerpunkt eindeutig auf dem Verbrauch von Arzneimitteln. Die Produktionsbedingungen dagegen bleiben weitgehend unberücksichtigt, obgleich der Pharmaindustrie als einer wertschöpfungs- und exportstarken Branche mit "marktmä igen" und zukunftsträchtigen Arbeitsplätzen eine relativ hohe Bedeutung für die Gesamtwirtschaft zukommt. Tatsächlich befinden sich Arzneimittelhersteller in einem Spannungsfeld zwischen zumeist stark regulierten Gesundheitsmärkten und internationalem Wettbewerbsdruck. Die dieser Arbeit zugrundeliegende Frage nach der Standortqualität aus Sicht der pharmazeutischen Industrie zielt daher auf jene Faktoren, die es Arzneimittelherstellern erlauben, zumindest schwerpunktmä ig von ihrem angestammten Standort aus agierend langfristig rentabel bzw. wettbewerbsfähig zu bleiben. Aufgrund der zentralen Rolle von Innovationen in der Pharmaindustrie wird als Ma stab für die Beurteilung der Standortqualität das Ausma herangezogen, in dem standortspezifische und vor allem politisch beeinflu bare Rahmenbedingungen die Innovationskraft forschender Arzneimittelhersteller stärken bzw. schwächen. In der folgenden Untersuchung werden zunächst anhand allgemeiner innovationstheoretischer Ansätze Bestimmungsfaktoren der unternehmerischen Innovationskraft aufgezeigt und hinsichtlich ihrer Relevanz für die Pharmaindustrie gewichtet. Dabei zeigt sich, da die Investitionstheorie und marktstrukturelle Faktoren nur eingeschränkten Erklärungsgehalt aufweisen. Demgegenüber erweist sich eine Differenzierung der weitergehenden Analyse nach verschiedenen Marktphasen gerade für die Pharmain
