Als Gründe werden zumeist nicht Material- sondern Lohnkosten genannt. Die Ziele für die Verlagerungen sind zumeist osteuropäische Länder und Asien. In der Region Kärnten wurden beispielsweise in den vergangenen Jahren die letzten drei Fabriken zur Schuhproduktion der Marken Ara, Gabor und Gallus geschlossen und die Produktion in Länder Süd-Osteuropas verlagert. Grund hier der hohe Anteil an manueller Arbeit und die damit verbundenen Lohnkosten. Aber auch Unternehmen aus der Technologiebranche, in Kärnten z.B. Philips, haben die Fertigung verlagert. Produzierende Unternehmen in Mitteleuropa müssen sich heute mehr denn je am Markt behaupten um im Wettbewerb bestehen zu können. Bis in die späten sechziger Jahre war der Markt noch ein Verkäufermarkt, mit zunehmender Marktsättigung erfolgte der Wandel hin zum Käufermarkt. Im Mittelpunkt der Unternehmenstätigkeit stand nicht mehr die Produktion des Produktes sondern die Wünsche und Bedürfnisse des Nachfragers. Durch die zunehmende Verlagerung von Produktionsbereichen, ab ca. 1980 Outsourcing in der Region, ab den neunziger Jahren steigende Globalisierung der Märkte, stehen Unternehmen unter hohem Druck wettbewerbsfähig produzieren zu können. Diese Arbeit zeigt in welchem Spannungsfeld der Produktionsfaktor Arbeit steht und wie mit methodischem Vorgehen auch in Mitteleuropa eine wettbewerbsfähige Fertigung zu realisieren ist.
