In State of the Capital, former commissioner of the unified Municipal Corporation of Delhi (MCD), K.S. Mehra uses his wisdom, knowledge and experience to analyse various issues of urban governance. From transforming the work ethics of the civic body to dealing with political pressure, Mehra’s honest yet powerful narrative describes the seemingly daunting and unusual situations he faced at the helm of affairs in his remarkable four-year term.

Starting his career in the Indian Administrative Service in 1978, K.S. Mehra has served in various capacities in the government. H e served as Commissioner of unified MCD from 2008–12 in the rank of Secretary to the Government of India, and as Commissioner for Persons with Disabilities, Delhi, from 2012–15, after his retirement. Prior to this, he served as Joint Secretary in the Ministry of Textiles. He was also associated with the development of Delhi as Principal Secretary of various departments including Home, Urban Development, Public Works Department, Land and Building, Food and Civil Supplies, and Labour. He has also been Deputy Commissioner of Delhi and Registrar of Cooperative Societies of Delhi.
