Es hei t, seit der Militärintervention der USA und ihrer Verbündeter 2003 "versage" der Irak oder er wäre "fragil". Unabhängig hiervon stimmen die Beurteilungen, nach denen der Irak "fragil" sei, auch mit den Rankings führender Institutionen überein . Die internationalen Medien, die seit 2003 kontinuierlich über die desolaten Zustände im Irak berichten, zeichnen ein Bild, das diese Wahrnehmung unterstreicht. Wieso sieht die Situation im Zweistromland tatsächlich aus bzw. was ist seit dem Einmarsch der Koalition geschehen? Dem voran stellt sich aber eine grundlegendere Frage: Was ist ein gescheiterter Staat? Dies impliziert wiederum die elementare Frage nach dem Modell "Staat" selbst. Allein dieser Begriff birgt diverse divergierende Ansichten. Durch den externen Schock des Krieges 2003 brach der irakische Staat zunächst zusammen und versetzte die Besatzungsmächte bzw. die USA als dominierende Macht in eine "Stunde Null". Im Folgenden lag es in der Verantwortung der Vereinigten Staaten, die irakische Staatlichkeit wieder aufzubauen. Die USA befanden sich hierfür in einer günstigen Situation, denn sie waren nicht vor die grundlegende Schwierigkeit externer Statebuilder gestellt, Mittel und Wege zu finden, um mit einer irakischen Regierung oder einem anderen Regime zu kooperieren. Die UN-Resolution 1483 legitimierte die USA und ihre Partner als offizielle Besatzungsmacht . Trotz dieser Handlungsfreiheit ist es den USA entgegen den Erwartungen der Bush-Administration scheinbar jedoch nicht gelungen, ihre ambitionierten Vorstellungen bezüglich der Zukunft des Iraks umzusetzen.
