Die theoretischen Grundlagen und wichtigen Begriffe für eine Analyse werden eingeführt. Die Teilnehmer auf dem Markt für stationäre Pflegedienstleistungen werden ebenfalls vorgestellt. Besonders auf die Institutionen Heimaufsicht und MDK wird dabei genauer eingegangen. Der Hauptteil der Arbeit beantwortet die Frage, warum die Einrichtung solcher Überwachungsinstrumente zur Sicherung der Qualität notwendig geworden ist. Durch die Anwendung der Theorien der Neuen Institutionenökonomik wird aufgezeigt, welche effizienzsteigernde Wirkung die Installation der Einrichtungen hat. Darüber hinaus werden die möglichen entstehenden Ineffizienzen herausgearbeitet, welche in den einzelnen Dimensionen der Effizienz durch diese Regulierung erwachsen können. Schlussendlich werden mögliche Alternativen aufgezeigt, die sowohl in Deutschland, als auch weltweit in Ländern mit ähnlichen Problemen und Zielen Anwendung finden. This paper is dealing with the economic aspects of the quality assurance through the institutions "Heimaufsicht" and "Medizinischer Dienst der Krankenversicherung" in long term care in Germany. The theoretical background and important definitions will be introduced. Also the participants of the market for long term care. Besides the introduction of the suppliers and the demanders, the main focus will be at the special institutions "Heimaufsicht" and "Medizinischer Dienst der Krankenversicherung". In the main chapter of this work, the question will be answered, why it was necessary to establish this kind of quality assurance instrument.
