This book roundly elaborates on the background, development process and historical mission of the system of procuratorial public interest litigation in China. By deeply analyzing the theory, the focus is on exploring the functional characteristics and social governance functions of the procuratorial public interest litigation, At the same time, combined with the various difficulties and related problems existing in practice of the procuratorial public interest litigation at present, as well as the public interest issues most strongly reflected by the people, it puts forward many practical and feasible improvement paths and legislative suggestions. lt can be said that the procuratorial public interest litigation has presented the flourishing institutional vitality and vigorous development dynamism, which has become significant innovative achievements of the judicial organs to participate and promote the national governance with providing the world with Chinese wisdom and solutions for the judicial protection of public interests.
Dr. Ji Meijun is a professor of the Institute of Procuratorial Theory of the Supreme People's Procuratorate of P.R.C. In 1989, she graduated from the English Department of Hangzhou University, then became an English lecturer in the Department of English Literature and Culture of Taizhou Normal School from 1989 to 1994. She obtained a master's degree in law from the School of Law of Peking University and a doctor's degree in evidence law from the School of Law of Renmin University of China. During more than 20 years of work in the Institute, she served as a visiting scholar at La Trobe University School of Law in Melbourne from 2004 to 2005 and 2010 to 2011, the US-Asia Law Institute at New York University School of Law from 2013 to 2014, and the Max Planck Institute for Foreign and International Criminal Law in 2018. In her routine work, besides carrying out research work, she serves as an interpreter for international conferences, seminars and lectures from time to time. She served as an interpreter and organizer for the International Association of Prosecutors 4th Annual Conference and General Meeting held in Beijing in September,1999; as an interpreter for the Training of the 4th Component of Judges and Prosecutors of EU-CHINA Legal and Judicial Co-operation Programme in 2002, during which she visited United Kingdom, Belgium, Luxembourg, France, Denmark, Sweden, and Germany; as a simultaneous interpreter for the Second Seminar of the International Association Anti-Corruption Authorities held in Chongqing in 2008; as a simultaneous interpreter for the International Seminar on the Prevention of Wrongful Convictions held in Changchun city, Jilin Province in 2012; and as a simultaneous interpreter for the International Training Programme on Interrogation Techniques Held in Wuhan City, Hubei Province, a Cooperation Between US-Asia Law Institute at New York University and the Institute of Procuratorial Theory of the SPP in 2013. Her research fields are jurisprudence of criminal law, the system of criminal procedure and the system of prosecution service. Up to now, besides having published 145 research papers and articles, such as "the Value of Expert Evidence and the Reform of Judicial Appraisal System in China" published in Chinese Journal of Law(法学研究), 19 essays including "Remembering the Wise Elder------ Professor Jerome Alan Cohen"and translations of English materials and laws, such as Police and Criminal Evidence 1984(Britain), Evidence Act 1995(Australia), she is also the co-author of 17 books, 3 law monographs including "Brief Introduction to the Procuratorial System in China", and 2 essay books of "Beside the Brook" "A Girl like a Flower", as well as a novel as a translator of the Connection of Budapest written by Dr. Henry Lee and Labrioba Jerry. In addition, she has taken charge of or participated in 35 research projects variously-supported by SPP, Ford Foundation, the British Embassy, and the Danish Institute of Human Rights. In the era of big data and intelligence, she has been keeping up with the development trend of the times. In addition to studying the theme of procuratorial public interest litigation for work needs, she has also done research on three major topics: cybercrimes, juvenile juvenile delinquency and big data empowering legal supervision. She has published multiple influential articles in various newspapers and journals, such as "New Trends in Cybercrimes and Procuratorial Response" "Reasons and Countermeasures for Minors' Addiction to Online Games" "Exploration of Paradigm Transformation and Governance Path of Juvenile Cybercrimes in the Digital Age" "Implementation of Digital Empowerment of Public Interest Litigation Procuratorial Supervision" "Digital Empowerment of Handling of Cases of Telecommunications Network Fraud with High Quality""Promoting Specialized Legislation to Strengthen the Supply of the System of Procuratorial Public Interest Litigation" "Three Ways to Enhance the Quality and Efficiency of Public Interest Litigation Supervision through Digital Empowerment". Among them, "Challenges and Responses to the Procuratorial Work in An Era of Big Data" published in 2017 was instructed by the Attorney General of the SPP as"the report is excellent good and timely " and was issued as a reference document for the leaders of the Supreme People's Procuratorate. Her research achievements on these forefront topics provide great reference value for the leaders of the SPP to make decisions on relevant issues.
