Um sich den gegenwärtigen Problemen dieses Wandels wirksam zu stellen und die Anforderungen der Arbeitswelt bewältigen zu können rücken neben den fachlichen Kompetenzen vermehrt auch personale, soziale und methodische Kompetenzen in den Mittelpunkt der Betrachtung. Um diese berufliche Handlungskompetenz richtig zu erfassen, bewerten und einzusetzen zu können ist es wichtig geeignete Diagnoseinstrumente zu entwickeln und anzuwenden. "Wer mit dem Auto von Hamburg nach München will, wird die Strecke kaum mit dem Zollstock vermessen - ebenso wenig wie der Zimmermann mit dem Kilometerzähler den Dachstuhl vermisst." Auch zur Messung von Kompetenz stehen verschiedene Messverfahren zur Verfügung. Hier knüpft die vorliegende Arbeit an. Um Diagnoseinstrumente richtig und gezielt einsetzten zu können wird eine Systematik benötigt, um diese Instrumente und deren Einsatz den richtigen Kriterien zuordnen zu können und eine Lösung für "das Problem, schwer Fass- und Messbares fass- und messbar zu machen" zu finden.
