John E. Kwoka is Neal F. Finnegan Distinguished Professor of Economics at Northeastern University. He is the author or editor of three books and more than 75 articles in the areas of industrial economics, antitrust, and regulation. His book Mergers, Merger Control, and Remedies: A Retrospective Analysis of U.S. Policy was published by MIT Press in 2015. Professor Kwoka is presently a Research Fellow of the American Antitrust lnstitute and is on the boards of Industrial Organization Society and the Review of Industrial Organization. He has also served at the Federal Trade Commission, the Antitrust Division of the Justice Department, and the Federal Communications Commission.

Lawrence J. White is Robert Kavesh Professor of Economics at the Stern School of Business, New York University, where he has taught for over 40 years. His primary areas of research interest include financial regulation, antitrust, network industries, international banking, and applied microeconomics. He is the author of several books, including The S&L Debacle: Public Policy Lessons for Bank and Thrift Regulation (OUP, 1991), Reducing the Barriers to International Trade in Accounting Services (2001), and U.S. Public Policy toward Network Industries (1999).
