Dr Sharma's writing encourages readers to reflect on the legacy of the police system, its role in contemporary society, and the pressing need for reform. Rather than offering binary claims, the book raises critical questions: Why does a law crafted to enforce imperial rule still form the basis of law enforcement? What continues to block meaningful change?

Dr Kuldip Sharma, with a PhD in Public Administration, joined the Indian Police Service in 1976 and served in the Gujarat cadre. He has an extensive experience in policing, public administration and internal security. Dr Sharma has led an Anti-Terrorist Squad during a critical phase of militancy, playing a key role in counterterrorism efforts. He has also served as the Commissioner of Police in three metropolitan areas. Heading the CID, he has tackled organised crime with national and cross-border impact. Eventually, he served as the Director General in the Bureau of Police Research and Development, and as an Advisor in the Ministry of Home Affairs. With efforts spanning numerous UN missions across Asia and Africa, Dr Sharma's work reflects a lifelong commitment to justice and public service.
