The final section analyzes the effect that foregin aid has had on Israel and predicts the role that aid will play in Israel's future. Finally, Rabie provides suggestions about how to change the role of lobbyists in influencing foreign policy.

MOHAMED RABIE is the president of the Center for Research & Publishing in Washington, D.C. Previously, he taught for almost fifteen years at several American and Arab universities, including Kuwait University and at Georgetown University in Washington, D.C. He has published extensively in Arabic and English. His most recent book is The Other Side of Arab Defeat.
