Sir Arthur Thomas Cotton (1803–1899) was a British army officer and irrigation engineer renowned for his work in British India. He dedicated his life to constructing canals and irrigation systems, including the Dowleswaram Barrage and the Kurnool Cuddappah Canal, which significantly improved agricultural irrigation in Andhra Pradesh and Tamil Nadu. Cotton's pioneering projects also included the construction of dams like the Kallanai and aqueducts on the Krishna and Godavari rivers. Knighted in 1861, he was honored with the KCSI in 1877 for his contributions. Cotton is remembered for transforming the region’s irrigation systems, leaving a lasting legacy in India.
