In Wirklichkeit ist es wohl so, da , wie immer im Ablauf eines sozialpathologischen Geschehens, so auch bei der Tuberkulose das Problem diffiziler, die Gefahr von Teil- und Scheinlösungen deutlicher wird. Das wird für den aufmerksamen Leser aus den Berichten der Arbeitsausschüsse und aus den Angaben des Jahrbuches deutlich. In der Öffentlichkeit, die sich in erfreulich zunehmendem Ma e für gesundheits- politische Zusammenhänge interessiert, ist die Frage aufgeworfen worden, ob und wieweit es in der Gegenwart noch angezeigt sei, in der Tuberkulosebekämpfung "normative" Bestimmungen anzuwenden. In den kulturhygienisch hochentwickelten Ländern geht das Bestreben zweifel- los dahin, die sanitätspolizeilichen Vorschriften mehr und mehr durch gesundheits- fürsorgerische Ma nahmen zu ersetzen. Für die Überwindung der übertragbaren Krankheiten ist das nur in dem Ma e möglich und zu verantworten, als dadurch die bisherigen Erfolge - auch unter Berücksichtigung der Weltseuchenlag- nicht gefährdet werden. Solange in den europäischen Ländern, auch in Deutschland, der weit überwie- gende Teil der Bevölkerung im Entwicklungsalter noch mit Tuberkuloseerregern nachweislich "verkehrsüblich" angesteckt wird, sollte man die Notwendigkeit und die Wirksamkeit normativer Bestimmungen und der sich daraus ergebenden staatsbürgerlichen Pflichten nicht allzu gering einschätzen.
