Januar 2005 in Deutschland eingeführt. Es handelt sich dabei um ein mengenorientiertes, wirtschaftspolitisches Instrument zum Schutz der Umwelt. Der Staat stellt den Verursachern der Emissionen am Anfang eines festgelegten Zeitraums unentgeltlich eine ausgewählte Zahl an Zertifikaten zur Verfügung, von denen jedes das Emittieren einer bestimmten Menge an Schadstoffen erlaubt, die nicht überschritten werden darf. Die Knappheit an Zertifikaten soll dazu führen, dass Emissionsreduktionen an ökonomisch sinnvollen Stellen vorgenommen werden. Das derzeitige System des Emissionshandels ist allerdings aus Sicht der Umweltverbände noch nicht ausgereift. Allein in Deutschland existieren rund 100 Umweltverbände, die ihre umweltpolitischen Interessen vertreten. Mit verschiedenen Instrumenten und Ma nahmen versuchen sie, die vom Menschen verursachten Folgen des Klimawandels abzuwenden. Dabei greifen sie teilweise auf eine finanzstarke Mitgliederzahl zurück. Auch beim Emissionshandel haben die Umweltverbände ihre eigenen Forderungen und Appelle an Bundesregierung, Unternehmen und Privatpersonen. In diesem Zusammenhang ist es das Ziel dieser Arbeit, zu überprüfen, ob die Umweltverbände tatsächlich einen so gro en Einfluss haben, wie es in der Theorie beschrieben ist und ob sie ihre Interessen anhand der zahlreichen Instrumente, die ihnen zur Verfügung stehen, in der Tat durchsetzen können. Zu Beginn dieser Arbeit wird daher eine kurze Einführung in die ökonomische Theorie der Interessengruppen gegeben. Anschlie end werden Instrumente dieser Interessengruppen erläutert, anhand derer sie im politischen und administrativen Entscheidungsprozess Einfluss nehmen können.
