Así pues, la mayor parte de esta obra se centra en desarrollar una propuesta concreta de reforma territorial en la Constitución española, que resuelva los problemas descritos, no tanto para proponer la redacción específica del nuevo texto, tarea que corresponde a los expertos, como para definir qué aspectos precisos deben reformarse y en qué sentido.Este libro no ha sido escrito para que lo lean eruditos en derecho, sino cualquier persona con interés sobre el tema, aunque en buena medida las propuestas se fundamentan en los análisis no solo de prestigiosos especialistas en derecho constitucional, sino también en las más recientes aportaciones de los estudiosos sobre la financiación autonómica, así como en la experiencia acumulada durante más de treinta y cinco años acerca de la eficiencia en la prestación de los servicios públicos. Dada la actualidad de la problemática territorial en España, se trata de un tema de interés para muchas personas preocupadas por el futuro de nuestro país.
