Bezeichnenderweise - und dankenswerterweise - waren es ehemalige KongreBmitglieder und ehemalige unter ihnen vornehmlichJedJohnson Abgeordnete des Deutschen Bundestages, und Dr. Georg-Ackermann, die den AnstoB gaben. Sie waren interessiert, von der Wissenschaft zu erfahren, inwieweit sich jene Institutionen gewandelt ha- ben, in denen sie viele Jahre engagiert waren. Den Wissenschaftlern ihrerseits kam es zusatzlich darauf an zu analysieren, wie die Parlamente an Potomac und Rhein mit Entscheidungsprozessen im Bereich der Hochtechnologie umgehen. (Wir werden das "Leitmotiv Technik und ihre Folgen" im funften Abschnitt un- serer Einfuhrung, Teil I, naher erlautern. ) Diese Akzentuierung einschlieBlich des Themas T echnikfolgenabschatzung begriindete unseren Antrag an das (Bonner) Bundesministerium fur Forschung und Technologie, den deutschen Part un seres Unternehmens finanziell zu unterstutzen. 1983 starteten wir mit einem Katalog von zehn eher traditionellen Themen, mit deren Hilfe wir Antworten suchten auf Fragen nach Veranderungen des US- Kongresses und des Deutschen Bundestages und damit gegebenenfalls nach Ver- anderungen des amerikanischen und des westdeutschen Regierungssystems uberhaupt. Wir wollten von Anfang an jeweils dasselbe Thema von einem ame- rikanischen Autor (fur den US-KongreB) und einem deutschen Autor (fur den Deutschen Bundestag) bearbeitet wissen. Dabei ist es im Prinzip geblieben. Urn eine Abstimmung sowohl der Autoren des jeweils selben Themas als auch aller Autoren und der Herausgeber bezuglich der Konzeption des Buches insgesamt zu erreichen, haben wir uns zweimal getroffen: 1984 in Konigswinter und 1985 in Wingspread (Wisconsin).
