November 2005 - dem Tag des Abschlusses des Koalitionsvertrages zwischen Union und SPD - einig. Was klingt wie eine der zahlreichen politischen Floskeln, ist gerade für eine rohstoffarme Volkswirtschaft wie die Deutsche eine nachgewiesene Tatsache, denn der Bestand an Humankapital ist eine der wichtigsten Ressourcen der deutschen Wirtschaft - auch und vor allem vor dem Hintergrund der zu erwartenden demografischen Entwicklung. Empirische Untersuchungen beweisen, dass der Faktor Bildung einen erheblichen Einfluss auf den technischen Fortschritt, das Wirtschaftswachstum, das Beschäftigungsniveau und auch auf die Einkommensverteilung einer Volkswirtschaft hat. Aus diesem Grund ist die institutionelle Umsetzung der Humankapitalbildung - also die Organisation der Bildung im Rahmen eines Bildungssystems - einer der zentralen Aspekte der Wirtschafts- und Sozialpolitik. Diese vorliegende Arbeit beschäftigt sich mit der Ausgestaltung des deutschen Bildungssystems, im Speziellen mit dem öffentlich finanzierten Hochschulsystem in der Bundesrepublik. Ist das gebührenfreie Studium in Deutschland gerecht? Oder würde erst die Einführung flächendeckender Studiengebühren Chancengleichheit und Gerechtigkeit herbeiführen, da das kostenlose Studium dazu führt, dass die arme Krankenschwester dem reichen Zahnarztsohn das Studium finanziert? Argumente für und wider der Einführung von Studiengebühren basieren immer wieder auf den unterschiedlichen Einschätzungen bezüglich der Umverteilungswirkungen des gebührenfreien Hochschulzugangs.
