Es ging um den Flüchtlingsstrom aus Nordafrika. Im Zusammenhang mit den Revolutionen in Tunesien und Ägypten waren auf der italienischen Insel Lampedusa innerhalb von "fünf Tagen [...] mehr als 5000" asylsuchende gestrandet. In Deutschland kamen daraufhin Diskussionen über mögliche Hilfeleistungen für Italien auf, doch die deutsche Bundesregierung reagierte verhalten. ", Die Vertragslage in Europa ist eindeutig'", bekräftigte der CDU Fachmann für Innenpolitik Wolfgang Bosbach die Nichteinmischung Deutschlands. Mit seiner Aussage bezog er sich auf europäische Regelungen, die das Asylrecht bestimmen. Deutschland wollte und durfte laut Bosbach keine Flüchtlinge aufnehmen, die in Italien gestrandet waren. Noch in den 1990er Jahren hatte Deutschland mit Abstand die meisten Asylanträge und Aufnahmen innerhalb der Europäischen Union.5 Es stellt sich nun die Frage, weshalb sich Deutschland vom Asyleuropameister zum Asylverweigerer gewandelt hat. Geht dieser Wandel tatsächlich rein auf die Vorgaben der Europäischen Union zurück? Wenn ja, wurden entsprechende Verträge von Brüssel geschmiedet und Deutschland diktiert oder hat die Bundesrepublik Deutschland die Vertragsentwicklung ma geblich nach innenpolitischen Interessen mitgestaltet? Die Forschungshypothese dieser Arbeit ist, dass die Regelungen zur deutschen Asylpolitik zwar auf Vorgaben der EU basieren, Deutschland aber die Asylregeln, die die Asylvergabe einschränken, entscheidend mitbestimmt hat. Zur Bestätigung der Forschungshypothese werden im weiteren Vorgehen zunächst die verschiedenen Europäisierungsansätze dar- und im Anschluss daran die wissenschaftliche Methode vorgestellt.
