Durch diesen Geldfluss entstand der dritte Sektor, der als Nichtregierungsorganisationen bezeichnet wird. Bei ihrem ersten Auftreten schienen sie als Vermittler zwischen der Regierung und der lokalen Bev�lkerung zu fungieren. Dar�ber hinaus warfen Politiker und Analysten ihnen vor, Agenten internationaler Akteure zu sein, die nur nach deren Anweisungen handelten, und nach dem ethnischen Konflikt im S�den Kirgisistans im Jahr 2010 sind sie nun als "Profiteure" bekannt, die nur auf ihre eigenen Interessen und ihre Geldb�rsen bedacht sind. Diese Studie widmet sich den Aktivit�ten von Nichtregierungsorganisationen im Zeitraum von 2010 bis 2013, wobei ein besonderer Schwerpunkt auf den Projekten zur Friedenskonsolidierung und Vers�hnung in der s�dlichen Stadt Osch nach den ethnischen Zusammenst� en liegt. Der Autor untersucht die Rolle von Nichtregierungsorganisationen im Vers�hnungsprozess und zeigt auf, wie sich der Konflikt auf die Entwicklung von Nichtregierungsorganisationen ausgewirkt hat. Zu diesem Zweck hat der Autor mehrere Nichtregierungsorganisationen, ihre Geldgeber und die Beg�nstigten der Projekte befragt.
