Inhaltsangabe: Gang der Untersuchung: Die vorliegende Arbeit beschäftigt sich mit der Fragestellung, ob es bei der Umsetzung des Neuen Steuerungsmodells in der kommunalen Verwaltung neben den vorhandenen Managementkonzepten zusätzlichen Bedarf sowie Ansatzpunkte für die Einführung von Wissensmanagement gibt. Als Beispiel für ein Wissensmanagementsystem dient dabei das theoretische Modell von Probst u.a. Dieses und die in der Arbeit verwendeten wesentlichen Begriffe werden im nachfolgenden zweiten Teil vorgestellt. Im dritten Teil werden Struktur und Aufgaben der kommunalen Verwaltung beschrieben und die zentralen Kritikpunkte aufgeführt, die zur Reform der kommunalen Verwaltung (mit) geführt haben. Daran anschlie end wird das Konzept des Neuen Steuerungsmodells vorgestellt. In einem weiteren Abschnitt wird versucht, die Bedarfsstruktur und mögliche Ansatzpunkte für ein Wissensmanagement im Rahmen des Neuen Steuerungsmodells in der kommunalen Verwaltung heraus zuarbeiten. Die in der Arbeit herangezogenen Beispiele beruhen auf Erfahrungsberichten über die Einführung des Neuen Steuerungsmodells und einer Test-Befragung der Verfasserin in 1999 bei 20 Führungskräften und Mitarbeitern einer Stadtverwaltung mit ca. 700 Beschäftigten über ihre Meinung und ihre Erfahrungen im Umgang mit Wissen in ihrer Verwaltung. Für die Test-Befragung wurden ämterübergreifend 45 Personen angesprochen, von denen sich 20 bereit erklärten, die vorgelegten Fragen zu beantworten. Die Gruppe umfasste Beamte und Angestellte, Führungskräfte und Sachbearbeiter, Männer und Frauen. Das Alter der Befragten lag zwischen 23 und 56 Jahren. Die gestellten Fragen und die Ergebnisse der Befragung sind im einzelnen dem Anhang zu entnehmen.
